The Senior Manager - Human Resources, Industrial Relations & Administration role leads strategic and operational Human Resources (HR), Industrial Relations (IR), employee relations, statutory compliance, talent management, performance management, and administration activities. The position works closely with business leaders and cross-functional departments to maintain effective workforce practices, support organisational priorities, and promote stable operations.
Responsibilities
Industrial Relations & Employee Relations
Collaborate with cross-functional departments on strategic IR planning to maintain industrial harmony and support smooth operations
Maintain constructive relations between management and unionised employees through the timely resolution of grievances
Prepare and issue disciplinary documentation, conduct domestic enquiries, and manage conciliation matters
Identify potential grievances through formal and informal meetings and support resolution at an early stage
Lead collective bargaining and Charter of Demands processes for long-term wage settlements while supporting production continuity
Strategic Human Resources
Develop HR strategies as a business partner, with a focus on organisational development, succession planning, and the standardisation of processes and policies
Prepare annual workforce budgets and departmental goals, conduct periodic reviews, and monitor adherence to divisional plans and budgets
Evaluate salary structures, employee placement, and grade levels across the organisation
Review budget performance against actual expenditure and monitor ongoing budget control
Implement Corporate Social Responsibility projects in accordance with corporate policies and guidelines
Prepare management information reports covering headcount, salary, workforce, and other HR metrics to support management decision-making
Manage support for internationally assigned employees, including domestic and international travel, visas, accommodation, and guest house arrangements
Oversee day-to-day administration, including travel, canteen, security, housekeeping, and employee grievance resolution
Statutory Compliance
Develop and implement statutory compliance review mechanisms and monitor compliance with applicable labour laws
Liaise with government departments regarding licences, amendments, renewals, and plan approvals
Monitor the submission of monthly, quarterly, half-yearly, and annual returns under applicable employment and labour legislation
Talent Acquisition & Talent Management
Develop workforce planning, HR budgeting, and recruitment strategies using cost-effective hiring methods
Lead end-to-end recruitment activities, including sourcing, headhunting, salary negotiation, placement, and joining follow-up
Drive talent management initiatives covering attraction, development, training, retention, and talent pipeline planning for critical roles
Support competency development and maintain a technical skills inventory for employees
Prepare job descriptions for new positions and promotions
Ensure the timely recruitment of flexible workforce resources, including apprentices, according to business requirements
Manage contract labour arrangements
Performance Management
Lead the end-to-end performance management process, including goal setting, review mechanisms, annual increments, and communication of performance outcomes
Manage review processes covering probation, confirmation, annual appraisal, promotion, progression, and transfer
Support succession planning by identifying high-potential employees and developing future leaders through structured development plans
Requirements
Demonstrated experience across Human Resources, Industrial Relations, employee relations, and administration within an organisational environment
Strong knowledge of labour relations, statutory compliance, collective bargaining, grievance resolution, and disciplinary procedures
Experience developing HR strategies and managing workforce planning, recruitment, talent development, succession planning, and performance management
Strong leadership, stakeholder management, negotiation, reporting, and cross-functional collaboration capabilities
